Preheat oven to 400 degrees.
Rub chicken breasts in olive oil and season both sides with onion powder, garlic powder, red pepper flakes, and salt and pepper.
Place chicken in the oven and decrease the oven temperature to 375 degrees; Bake for 40 minutes.
In a small saucepan, combine the ketchup, honey, apple cider vinegar, hot sauce, and deli style mustard; simmer over low heat for five minutes.
Dissolve cornstarch in water, stir into sauce, bring to a boil, and stir until thickened; remove from heat and set aside.
Brush sauce onto chicken and bake for an additional 15 minutes.
